Overview
Developmental program provides in:
  • An in-depth understanding of the Legislative Branch process and culture
  • A specific assignment on the Hill with a congressional sponsor
  • Regular educational developmental seminars
Who is eligible?
  • FSA Federal employees
  • FAS National Office employees
Nominees must:
  • Be full-time permanent Federal employees
  • Be at the GS-13 or above or equivalent
  • Demonstrate leadership and management potential Have the ability to work independently in an unstructured environment
Program Duration
1 full year or seven month session
Program Announcement Date
Usually July or August
Nomination Process
Self-Nomination--Submit:
  • Program Nomination Form
  • Two page-written statements (see Agency Nomination Procedure for details)
  • Cover letter describing specific skills that represent applicant's strongest professional competencies
  • An approved SF 182 - Training Authorization form Current OF-612 or SF-171 or detailed resume
  • List of formal training courses taken in last five years
  • A statement written by first-line supervisor assessing the applicant's potential for leadership or managerial responsibilities
  • Writing samples, preferably a report or in-depth memo
  • A memo from Agencies' Executive Resources Board, training/executive development coordinator or other group describing the benefit of the assignment to participant
  • The agency submits a nomination package to the Graduate School
