Department of Corrections Announces DRCI Leadership
Oregon Department of Corrections Director Max Williams today announced the selection of two leaders for Deer Ridge Correctional Institution, now under construction in Madras.
Sharon Blacketter, superintendent of Eastern Oregon Correctional Institution in Pendleton, will be DRCI's first superintendent. Working with Blacketter will be Kevin Hormann, administrator of DOC's Intake Center, as DRCI's assistant superintendent of Transitional Services.
"We are delighted that these two talented and capable corrections professionals agreed to lead the DRCI team," Williams said. "They will bring to Madras not only expertise in public safety, but also a strong sense of community spirit and involvement."
Blacketter brings both corrections expertise and strong community-development skills to this important job of starting-up and operating Oregon's newest prison.
"I am overwhelmed by the gracious welcome extended to me by the people of Madras," Blacketter said. "I look forward to putting together the best possible team to achieve the mission of the Department of Corrections as well as to being a great neighbor in this wonderful community."
Blacketter has worked in corrections since 1991. Her experience covers a broad array of corrections-related disciplines including counseling, work programs, training, cognitive programs, physical plant management, budgeting, and security. She began her career at Snake River Correctional Institution, eventually promoting to become its assistant superintendent of General Services. Blacketter became superintendent of Shutter Creek Correctional Institution in 2003, and became superintendent of Eastern Oregon Correctional Institution later that year. Before joining DOC, Blacketter worked for 12 years in administration of the Ontario School District.
Blacketter holds numerous certifications from the National Institute of Corrections and the Oregon Department of Public Safety Standards and Training. She is active in the community, including Rotary, Eastern Oregon Alcoholism Foundation, Altrusa International, and children's groups.
Hormann joined DOC in 1990 as the Alcohol and Drug Program coordinator at Columbia River Correctional Institution, where he oversaw the start-up of men's and women's alcohol and drug programs. In 1998, he began a series of assignments managing substance abuse and mental health treatment programs for male and female inmates at Columbia River and Coffee Creek Correctional Facility in Wilsonville. In 2003, he was selected to be administrator of the Oregon Corrections Intake Center at Coffee Creek.
Hormann's career path includes work with inmates as a drug and alcohol counselor. He spent a brief period as an emergency dispatcher with Salem Police and the Yamhill County Sheriff, and served as a volunteer emergency medical technician with the Sheridan Fire District for five years. Hormann also served six years as a pastor of congregations in Salem and Sheridan. He holds a Master's of Divinity degree from Concordia Seminary-In-Exile, St. Louis, Missouri; and a Bachelor's degree from Concordia Senior College, Ft. Wayne, Indiana.
Deer Ridge Correctional Institution is located on a 453-acre site east of Madras. A 644-bed men's minimum-security facility will be substantially completed in December, to be followed by a 1,240-bed medium facility scheduled for completion in December 2007. Of the minimum-security beds, 212 will be dedicated treatment beds.
The men's medium-security prison will include areas for inmate housing, work, education, administration and other related functions and programs. The minimum-security facility, which is scheduled to open first, is expected to employ approximately 200-250 employees.
The minimum and medium facilities, once completed and fully operational, are projected to directly employ about 400 to 500 employees. The annual payroll is estimated at $6-8 million for the minimum facility, with an estimated annual payroll of $22 million when the medium is fully occupied.
