New Prison Administrators Appointed

Corrections Director Benjamin de Haan today announced appointments to fill three vacant superintendent positions in Oregon prisons as well as the department’s chief of prison security. The vacancies are attributed to retirements and promotions.
 
“Our criteria for these positions are demanding, and many qualified people applied,” Dr. de Haan explains. “These successful candidates have a history of holding offenders accountable for their actions, financial expertise, proven communication and supervisory skills. Additionally, superintendents have to be creative, resourceful and have the ability to build coalitions within their communities.”
 
Brian E. Belleque will head Oregon State Penitentiary, the state’s 137-year-old maximum-security prison in Salem. Mr. Belleque is a corrections veteran who began his career as a correctional officer in 1983, working both at the penitentiary and Oregon State Correctional Institution in Salem. He has a strong background in prison security and correctional programs, and has been acting superintendent of the penitentiary since last August, succeeding Stan Czerniak who was promoted to administrator of the department’s Institutions Division. Mr. Belleque is a graduate of Southern Oregon University, holds several certifications from the Oregon Department of Public Safety Standards and Training, and is a consultant for the National Institute of Corrections.
 
Guy L. Hall, superintendent since 1998 of Santiam Correctional Institution and Mill Creek Correctional Facility in Salem, both minimum-security prisons, has been promoted to superintendent of Two Rivers Correctional Institution in Umatilla. Prior to relocating to Oregon, Mr. Hall spent more than 15 years with the Hawaii Department of Public Safety in a variety of correctional management positions. Mr. Hall holds an undergraduate degree in sociology from Willamette University and a master’s in social work from the University of Hawaii. He succeeds Robert Schiedler, who is retiring after a 39-year career in corrections.
 
Succeeding Mr. Hall as superintendent of Santiam Correctional Institution and Mill Creek Correctional Facility is Michael F. Gower. Mr. Gower is an Oregon State Police lieutenant and station commander of the Capitol Mall Patrol Office in Salem. His nearly 20-year law enforcement career began a patrol officer in Massachusetts in 1983. He joined the Oregon State Police as a trooper in 1994. He has worked with the Department of Corrections on multiple occasions, gaining insight and understanding of prison management. Mr. Gower participated in public safety management training at the Mark O. Hatfield School of Government at Portland State University, and is a graduate of North Adams State College in Massachusetts.
 
Paula Allen will be the DOC´s new chief of security. Ms. Allen began her career with the department as a correctional officer in 1990 and advanced through the ranks to her most recent position as security manager at Oregon State Correctional Institution in Salem. She has extensive experience with security audits and is the agency´s statewide tactical team commander. Ms Allen holds an associate´s degree in criminal justice from Chemeketa Community College and several certifications through the Oregon Department of Public Safety Standards and Training.
