Inmate Escape from EOCI

FOR IMMEDIATE RELEASE: October 2, 1999
 
 
Convicted felon James Kinney, 39, escaped from Eastern Oregon Correctional Institution in Pendleton late Saturday evening. The medium custody prison is on lockdown and all other inmates have been secured in their cells and housing units.
Preliminary information suggests that Kinney breached coils of razor wire lining the inside perimeter of the institution and subsequently scaled a fence topped by razor wire. Alarms indicate the escape occurred at 10:30 p.m.
 
The Oregon State Police, Pendleton Police, Umatilla County Sheriff and the Oregon Department of Corrections Fugitive Apprehension Unit are blanketing the area and actively searching for the fugitive.
 
Kinney is described as a white male with brown hair and brown eyes. He is 5´8" tall and weighs 170 lbs. He was last seen wearing Prison Blues blue denim jeans and blue denim shirt with an orange "INMATE" stencil on the knee of the pants and the back of the shirt.
Kinney was sentenced to a minimum of 30 years for Sodomy I, Sodomy II, and two counts of Sex Abuse I out of Josephine County.
 
This is the first escape in the 14-year history of Eastern Oregon Correctional Institution. The prison has 1582 beds for men and women.
 
Kinney should be considered dangerous and not approached.  Anyone with information about his whereabouts should notify their local police or call 911.
