NSLS-II Project Advisory Committee

The NSLS-II Project Advisory Committee (PAC) will be composed of members of the scientific communities that will be impacted by NSLS-II as well as those who have experience in the planning, construction, management, use, and operations of major facilities for materials and life sciences research. The PAC is charged to review the progress of the NSLS-II and to advise the Brookhaven National Laboratory (BNL) Director and the NSLS-II Associate Laboratory Director (ALD) on matters related to scientific mission, strategic planning, user access, construction planning, project management, technical performance, and safety, with the goals of maximizing the scientific impact of NSLS-II and integrating NSLS-II into BNL and the national and international scientific communities.

The PAC will provide continuity of oversight of the NSLS-II project on behalf of the BNL Director until the end of construction. The PAC will identify and bring to the attention of the BNL Director any issues whose resolution is critical to the success of the project and to meeting project performance, cost, and schedule goals. The PAC will work closely with the other NSLS-II advisory committees to maintain a sense of the health of the entire project as it progresses to completion. This continuous familiarity will be facilitated by reports to the PAC from the Chairs of the three technical advisory committees: the Accelerator Systems Advisory Committee, the Experimental Facilities Advisory Committee, and the Conventional Facilities Advisory Committee.

The PAC will maintain, primarily through the expertise of the membership, close ties with the scientific community. They will advise the Project on directions that will best meet the future needs of the scientific community and to insure successful interactions with the user community. Additionally, the PAC can be of significant value to articulate, when needed, project needs to external entities and make certain that the scientific merit of the NSLS-II project is adequately understood by stakeholders, such as Congress, the Department of Energy, other Federal government agencies, users and local government.

The members and Chair will be appointed by the BNL Director based on discussions with the NSLS-II ALD, the scientific community, and other stakeholders. There will be approximately twelve members of the PAC, chosen for their experience with large scientific facilities and/or with future growth areas for photon science. Terms will be three years with renewal possible by mutual consent, and members who have been unable to attend three consecutive meetings will be deemed to have resigned.

Regular meetings will be held twice annually, coordinated with DOE reviews. Additional meetings will be called to deal with specific issues that arise and cannot be dealt with by email or conference calls. The Chair, in consultation with the NSLS-II ALD, will set the meeting agenda. The output of the PAC will consist of recommendations concerning all aspects of the project conveyed in oral briefings of the BNL Director, the NSLS-II ALD, and other project staff. Written reports will be made available to the BSA Science and Technology Steering Committee.

The committee members will have access to internal project information needed for the PAC to provide frank and confidential advice and will be responsible in their use of the information generated both by the project and PAC deliberations.
