DMV issues non-driver identification (ID) cards to people of all ages who are domiciled in Oregon and do not already have a valid Oregon ID Card or a current valid driver license or instruction permit from Oregon or any other jurisdiction. An identification card is issued for identification purposes only.
Oregon is a Central Issuance state so you will not be issued a card at the time of your application or renewal. Once you meet all of the requirements, you will be issued an interim identification card to use until you receive your permanent identification card in the mail.
