WASHINGTON -- The Occupational Safety and Health Administration (OSHA) and the American Council of Independent Laboratories (ACIL) have renewed their Alliance for another two years to further increase awareness of OSHA's Nationally Recognized Testing Laboratory (NRTL) program. The Alliance was originally signed in July 2003. "The NRTL program is an important part of our mission to keep workers safe on the job," said Jonathan L. Snare, Acting Assistant Secretary of Labor for OSHA, "and this Alliance is an effective way to communicate the importance of the program. We look forward to furthering our work with ACIL and promoting the NRTL program so employers and workers know that NRTL certified equipment meets OSHA-endorsed standards." "ACIL is pleased to continue to work with OSHA to improve understanding of the NRTL program, an indispensable element in safeguarding the health and safety of American workers," added Joan Walsh Cassedy, CAE, Executive Director of ACIL. Through the OSHA and ACIL Alliance renewal agreement, the organizations will continue using their collective expertise to increase awareness of OSHA's NRTL program for general industry-particularly small businesses. They will also continue to work together to raise awareness and understanding of the value of the NRTL certification mark on safety products and equipment. OSHA and ACIL will develop materials and cross-train OSHA personnel and industry safety and health professionals on the NRTL program and the products and equipment that are required to have a certification mark. In addition, the organizations will develop and disseminate information through various media, including their respective websites, and will participate together in forums and speak or appear at various conferences or other events to raise awareness of the program. During the initial phase of the Alliance, ACIL worked with OSHA to develop pocket cards listing NRTL certification marks for OSHA staff, reviewed OSHA training PowerPoint presentations, and served on the editorial board for the NRTL Safety and Health Topics page. The NRTL Program recognizes mainly private sector organizations that provide product safety testing and certification services to manufacturers. The testing and certification are done to U.S. consensus-based product safety test standards. The standards are not developed or issued by OSHA, but are issued by U.S. standards organizations, such as the American National Standards Institute (ANSI). The range of products covered by the program is limited to those items for which OSHA safety standards require "certification" by a NRTL. Employers are responsible for providing a safe and healthful workplace for their employees. OSHA's role is to assure the safety and health of America's workers by setting and enforcing standards; providing training, outreach, and education; establishing partnerships; and encouraging continual process improvement in workplace safety and health.
