Foreign Visits and Assignments (FV&A)

The Department supports unclassified visits and assignments of foreign nationals to DOE Headquarters facilities for the benefit of its open fundamental Science programs. At the Headquarters of the Office of Science we process Headquarters visits and assignments, high protocol visits for the Under Secretary and visitors from Terrorist Supporting Countries. We work in close coordination with the visitors’ sponsors for all visits to the Office of Science, Headquarters facilities.

DEFINITIONS:

Visit - Access by a foreign national for 30 calendar days or less. Approval for visits will be suspended any time a foreign national assignee is unable to prove he/she is legally present in the United States.

Assignment - Foreign national access for more than 30 consecutive calendar days, but less than 2 full, consecutive years (24 consecutive months). An assignment may be extended for additional periods of up to 2 years each after required reviews and approvals are completed for each extension. Approval for assignments will be suspended any time a foreign national assignee is unable to prove he/she is legally present in the United States.

Must Include:
  • Indices check
  • Subject matter Expert reviews
  • Specific Security Plan
  • Cyber Security Plan
  • Visa, Passport and other USCIS information, which must be entered into FACTS (Foreign Access Central Tracking System) 30 days prior to start date.
If the foreign national is from a Non-Sensitive Country: The FV&A Short Form is to be completed and submitted 7 days prior to the DOE HQ visit. Local Laboratory procedures will be used for these visits.

If from a Sensitive/Terrorist Supporting Country (See List): The FV&A Long Form is to be completed and submitted 30 days prior to the visit.

Visits to SC Laboratories should be coordinated with the local Foreign Visits and Assignment Specialist.
  • If a visitor form has not been completed or is not accurate, it will be returned to the host for correction or completion and possible delay of the visit.
