Program Authority:
Executive Order 12138 dated May 18, 1979.
Objective:
To assist women-owned businesses to participate in the VA acquisition process.
How the Program Operates:
A woman-owned business is defined as a concern that is as least 51 percent owned by a woman or women who are United States citizens and who also control and operate the business. Control means exercising the power to make policy decisions. Operate means being actively involved in the day-to-day management of the business.
OSDBU participates in outreach conventions and workshops that are centered entirely around women-in-business. Further, we counsel and refer women to the contract or program personnel who can utilize their particular products or services.
A large portion of VA's awards to women-owned firms has been for construction and supplies. These awards consisted of small purchases, 8(a), and competitive bids. In addition, goals for women-owned small business participation are established with each VA acquisition activity. OSDBU monitors accomplishment. A Department Women-Owned Business Award has been established as an incentive to our acquisition office to enhance contract opportunities for women-owned businesses.
