The position of Inspector General was created in 1990 as recommended by an investigative report to the Governor. In 2006, the unit became part of the new Public Services Division. The Special Investigations Unit is managed by Colette S. Peters, who is assistant director for Public Services as well as Inspector General. The unit provides an oversight function on behalf of the director and deputy director of the Department of Corrections. The Special Investigations Unit is responsible for internal and external investigations, fugitive apprehension, and drug investigations. The unit supports the agency´s compliance with missions and goals. The division also coordinates the inmate drug urinalysis testing program.

The Special Investigations Unit provides investigative services to all ODOC institutions and facilities. The unit has investigators specializing in fugitive apprehension and prevention, drug and contraband investigations, investigations and employee misconduct. The unit is a resource to federal, state and local law enforcement agencies by providing them with intelligence and investigative assistance as it relates to inmates' criminal misconduct. Its work primarily comprises:
  • Special Investigations investigates allegations of inmate, employee,  volunteer and visitor misconduct; assists investigators from local, state, and federal law enforcement agencies  gather intelligence and evidence; and provides internal review of situations involving the use of force.
  • Fugitive Apprehension assists police in locating and apprehending inmates who escape or walk away from the supervision and control of the Oregon Department of Corrections or abscond from community supervision. 
  • Drug Investigations gathers information through investigatory techniques and canine searches to identify contraband in facilities and impede the introduction of contraband and controlled substances into DOC facilities.

The Investigations Unit manages the department’s inmate random urine drug testing program in which a statistically valid sample of the inmate population is selected and tested for illegal substances each month through a computerized random selection process. In addition to random drug tests, the program also includes for cause testing based on reasonable suspicion of involvement with drugs or alcohol. 
 
Drug testing of inmates by use of the random and for cause testing criteria, combined with appropriate graduated sanctions, is an effective means of suppressing drug use, drug trafficking and drug related violations prohibited within Department of Corrections facilities.
