Prevention, Wellness, and Responsibility
Idaho is modernizing the Medicaid program by connecting health needs with different benefit plans and by improving program management.
 
The Idaho Medicaid State Plan is made up of the Standard State Plan which includes mandatory minimum benefits and three Benchmark benefit plans that are aligned with health needs and include an emphasis on prevention and wellness.
 
  1. The Medicaid Standard Benefit Planmandatory minimum benefits
  2. The Medicaid Basic Benchmark Benefit Plan - for low-income children and adults with eligible dependent children.
  3. The Medicaid Enhanced Benchmark Benefit Plan - for participants with disabilities or special health needs.
  4. The Medicare-Medicaid Coordinated Benchmark Benefit Plan - for participants who are eligible and enrolled for both Medicare and Medicaid.

The Self-Direction Option

The Self-Direction Waiver option gives individuals more choice and control over the Medicaid funds they use to buy services and supports.  Self-Direction provides a more flexible way to access and manage Medicaid benefits.  The flexibility of this option supports the freedom for individuals to plan their lives, individual control over the Medicaid dollars used to purchase supports and services, support to become involved in communities, and responsibility for individual choices and decisions. 
 
The purchase of community support services using Self-Direction provides for services and supports that are based on an allocated budget and does not have the service limitations that are part of the traditional fee for service business model.
 
Individuals who choose Self-Direction, select services and supports that fit their needs.  They identify when and where they want to receive the necessary services and supports.  They also hire and negotiate wages for the persons they choose to help them in the community.
