Comp 300

 

The Office of Developmental Disabilities wants you to know about a program that  may interest you.

 

The Staley Lawsuit Settlement Agreement, which created Support Service Brokerages, also created an opportunity for 300 adult Oregonians with developmental disabilities to move out of their family homes into a 24-hour service called “comprehensive services.” The 130 remaining individual placements  will be completed between July 1, 2008 and June 30, 2009.  This program is called “comp 300.” It will provide funding for residential, employment and non-medical transportation services through a licensed or certified provider agency.

 

Given the small number of placements available (130), not all parts of the state will be developing services. Counties will work together to meet strategic needs so the types and number of services available will vary from place to place.

 

Who is eligible?


To be eligible for “comp 300” funding:

  1. You must be an adult, at least 18 years of age or older;
  2. You must be enrolled in Developmental Disabilities (DD) case management services;
  3. You must be eligible for Comprehensive Home and Community Based Services;
  4. You must not be receiving crisis funding;
  5. You must be ready to accept and move into the developed service within the established timeframes; and
  6. Your support needs must be met within the available funds.

Priority consideration will be given to individuals moving out of their family home, and the placement must build new capacity in the comprehensive service system. Local planning groups may have additional eligibility requirements specific to your area when the number of eligible individuals exceeds the available placements in your region/county.

 

What types of services are available?


A variety of residential services can be developed as a part of this program.  Included are:

  • Supported Living Services
    Supported living services provide individualized supports to adults with developmental disabilities who live in the home of their choice such as an apartment. Usually only one person is served in this arrangement, but sometimes people do share housing and services.

  • Foster Care Homes
    Foster Care is services provided in the home of the foster care provider. Generally this arrangement is for a small number (one to three) of people.  At no time can a foster home exceed five people being served.

  • Group Homes
    Group Homes are residential facilities in the community designed to provide 24-hour supervised care, training and support for individuals. Usually five (5) people with developmental disabilities are served in these settings, but sometimes fewer are served.

In addition to the residential services offered, a variety of employment-related services will also be provided.  These services will be designed to increase each individual’s opportunity to be independent, participate in his or her community and earn income.

 

This program is not available to individuals needing an employment or alternate to employment program only. “Comp 300” funds must be used to wrap services around an individual including residential and employment or alternate to employment services.

 

When can I expect to move into a comprehensive service?


If you are selected to participate in the program, you must be willing to move into your selected comprehensive service within the established timeframe for your area, which will be between July 1, 2008 and June 30, 2009. Your Service Coordinator or Personal Agent will be able to give you more information specific to your region.

Community Developmental Disabilities Programs participating in this development are in the process of selecting and planning how they will use “comp 300” funds now.  To find out more information about services being planned in your community or to express your interest in participating, you should contact your Personal Agent or County Case Manager.
