Employed Persons with Disabilities
Loss of Medicaid coverage (including personal attendant services) has been identified as a major barrier for people with a disability who want to go to work. The EPD program is a Medicaid program designed to help people who have disabilities go to work while maintaining their Medicaid coverage. In February 1999, Oregon was the first state in the country to use a Medicaid State Plan amendment to develop this program.
In order to be eligible for the EPD Program a person must meet the following criteria:
- Have a disability as defined by the Social Security Administration
- Be employed, paying or filing either Federal Insurance Contribution Act (FICA) taxes or Self-Employment Contribution Act (SECA) taxes, or show evidence of self-employment.
- Have an adjusted income less than 250% of the Federal Poverty Level (FPL) for a family of one. If income is higher than the FPL, certain impairment related work expenses and employment and independence expenses may be considered to reduce the individual’s adjusted income.
Individuals eligible for the EPD program are eligible for Medicaid services including the Oregon Health Plan Plus medical benefits package and long term care (if assessed eligible).
