The Commission has approved the staff's recommendation to implement the proposed Baseline Risk Index for Initiating Events (BRIIE) as part of the NRC's Industry Trends Program (ITP). The staff should develop a clear plain-English description of BRIIE which the public can easily understand. Furthermore, the staff should develop a public communication strategy and use it to explain the meaning of BRIIE, its underlying concept, and its intended use (i.e., how the index is only meant to communicate additional insights related to the annual ITP results) prior to making this information publicly available and prior to beginning the practice of reporting to Congress a BRIIE estimate that exceeds a predetermined threshold. When making the BRIIE estimate publicly available, supporting data should be provided, where appropriate. The NRC public website on "Industry Trends" should, within a few months of the issuance of the ITP annual paper, be updated to discuss the BRIIE with a similar explanation of its inputs and results.
