STAFF REQUIREMENTS - SECY-07-0078 – OPTIONS AND RECOMMENDATIONS FOR THE RESPONSIBILITY OF FUTURE REPLENISHMENT OF POTASSIUM IODIDE |
While the subject SECY paper was pending before the Commission for action, the staff requested to withdraw the paper from consideration and provided the following basis for its recommendation:
“SECY-07-0078 explored options available for continued distribution of potassium iodide with the consideration that the Department of Health and Human Services was responsible for distribution of KI from 10 to 20 miles in accordance with Public Law 107-188, Section 127, Distribution of Potassium Iodide to 20 miles. On July 3, 2007, President Bush via a memo to HHS and NRC transferred the authority for all aspects of Section 127 from HHS to his science advisor, Dr. Marburger (for determination of 127(f)) and to NRC (all other subsections). This changes the possible options for consideration for the Commissioners regarding the future of the NRC KI program. It would be best to withdraw the paper and resubmit when the determination of Section 127(f) has been finalized.”
In view of staff’s request, Chairman Klein and Commissioner Lyons abstained from voting on SECY-07-0078. Commissioner Jaczko disapproved the option recommended by the staff in SECY-07-0078. Therefore, the paper is being closed with no action.
