NIH Contractor Performance System

The Social Security Administration submits  interim and final Contractor Performance Reports electronically through the National Institute of Health (NIH) Contractor Performance System (CPS).

As of March 2001, the Social Security Administration (SSA) and the National Institute of Health (NIH) entered into an interagency agreement that allows SSA to utilize the NIH Contractor Performance System to record contractor performance.

The NIH Contractor Performance System is an Internet-based system currently shared by various federal departments and agencies used to collect, maintain and disseminate contractor performance evaluations. The CPS system captures, maintains and disseminates contractor performance on quality of product/service, cost control, timeliness, business practices and customer satisfaction. These are the same evaluation factors currently listed on SSA's Contractor Performance Report. SSA is simply changing its method of collecting and maintaining performance evaluations from a written to an electronic format.

Final evaluations are flagged by NIH and made accessible to all authorized federal acquisition personnel. Contractors and project officers can view their own finalized evaluations but cannot make any changes or add comments.

When an interim or final contract performance report has been completed by Social Security you will receive notification by E-mail with a PIN number that specifically identifies the evaluation. Each evaluation will receive an individual PIN number. In order to access the evaluation and respond contractors must first register online at

If you lose the PIN number assigned to an evaluation you should contact your contracting officer immediately. Your SSA contracting officer can regenerate a new PIN number and extend the due date, if necessary.

Please note that the system automatically provides contractors 30 days from date of notification to respond. If you cannot complete your response within the 30 day time period please contact your SSA contracting officer to determine if he/she will extend the due date. If you do not respond within 30 days, the performance evaluation is automatically finalized by NIH and your "no comment" response becomes part of the permanent record.
