TITLE OF POSITION
: Human Resources Assistant
OFFICE : Executive Office (EXO)

EDUCATION :

University Degree in business administration, commerce, psychology, social work, social sciences or a related relevant field is required.

EXPERIENCE :
3-5 years experience in the field of Human Resources administration / management is required.
DUTIES :

The position is located in the Human Resources division of the Executive Office (EXO) and reports to the Human Resources Specialist. The incumbent will perform a variety of broad personnel functions related to locally engaged employees (LES) to include preparation of Personal Services Contracts and amendments for all LES positions as per regulations and classifying LES jobs.

The incumbent will administer various social security benefits such as Provident Fund/Superannuation schemes and ensure employee enrollment in the various insurance plans. Prepare personnel reports and maintain records, process award nominations for all USAID/I employees. Administer the performance evaluation program and maintain employee and position records in the HR database systems. The incumbent will perform a variety of functions related to the Mission’s participant training program which includes training of Indian participants in the U.S., will coordinate administrative services for the program with USAID offices, various Embassy offices and USAID / Washington on training of participants in the U.S.

LANGUAGE :
Fluency (Level IV) in English and Hindi is required.
KNOWLEDGE :

Thorough knowledge of personnel and contracting regulations and position classification procedures, wage and salary, recruitment techniques/concepts and practices, local employment laws and prevalent employee benefits is required. Thorough knowledge of regulations, policies and procedures governing American employment, and U.S. Government regulations on Visa procedures, participant training, contracting and travel is highly desirable.

ABILITY &  SKILLS :

Excellent inter-personal skills and external and internal customer Orientation is required. Excellent communication skills to effectively communicate and maintain rapport with various levels of host government officials including senior Govt of India officers is required. Clear understanding of HR process requirements; excellent team work aptitude and skills; coordination skills with multiple customers is essential. Good mathematical skills in computing budget estimates related to service contracts, retirement benefit etc. is necessary. Must have excellent computer skills especially MS Word & Excel and ability to adapt various on-line HR systems quickly.
