The Office of the Deputy Commissioner for Legislation and Congressional Affairs (ODCLCA) serves as the focal point for all legislative activity in SSA.

The purpose of this web site.

Our Mission

The Office develops and conducts SSA's legislative program by:

  • Drafting and analyzing legislation; and
  • Evaluating effectiveness of SSA's programs with the aim of increasing that effectiveness through legislative changes.
ODCLCA also maintains relationships and the flow of information between SSA and Members of Congress and Congressional staff by:
  • Preparing testimony and background materials and briefing witnesses in preparation for Congressional hearings;
  • Advising SSA officials on legislation pending in Congress and on legislative activity of interest to SSA by publishing research documents;
  • Coordinating agency input into congressional publications and handling certain claims and administrative matters that are particularly urgent or sensitive to Members of Congress; and
  • Facilitating on-going contacts and dialogue with all Members of Congress.
