The percentage of black adults under correctional supervision increased from 5.7 % in 1986 to 9.0% in 1997, amounting to an increase of 3.3% over the period. Each year between 1986 and 1993 there was a steady increase in the percent of the black population under correctional supervision (from 5.7% to 9.0%). Between 1993 and 1997, the percent of the black population under correctional supervision stabilized, with a high of 9.0% recorded in both 1993 and 1997, and a low of 8.8% in 1995.

The percentage of white adults under correctional supervision steadily increased from 1.4% in 1986 to 2.0% in 1995, and remained at 2.0% for both 1996 and 1997.

The percentage of adults of other races under correctional supervision increased from 0.6% in both 1986 and 1987 to 0.7% in 1988, and remained at 0.7% each year through 1992 until rising to 0.8% for both 1993 and 1994. The percentage of other races under correctional supervision increased to 1.1% in 1995 and climbed to 1.2% in 1996, and to 1.3% in 1997.
