It has been observed, in the last decade, an enhancement in the medical tendency to the health technological innovations followed by judicial decisions. This tendency, averse to the strategies of equity and efficacy from our unified health system (UHS), contributes to a substantial increase on the surveillance assistance costs. The incorporation of technologies without an adjusted systematic evaluation of efficacy and safety, results in a system without regulation capability, contributing to the Brazilian economic deficit. Their Health Technology Assessment (HTA) is a multidisciplinary investigation model that analysis the clinical, social and ethical impact related to the use of technologies as, for example, equipment, medicines, diagnosis kits, immunobiologics, procedures and service organization. In the UHS, HTA actions are budding and isolated. We can observe an institutional neck on the HTA's structural basis at the MOH scope due to the lack of sufficient subsides at decision-instances level of the system as for incorporation and health technologies use, based on safety criterion, effectivity, economic and social impact, priorities on public health, regional nuances, resources optimization and the equity principle.
