John R. Stulp, Commissioner of Agriculture

"I am excited and honored to lead Colorado's agricultural industry.  I grew up on a farm and know the hard lessons of dry-land wheat farming and cattle ranching. I also know the good that the Department of Agriculture can provide to rural Colorado, from assisting with new opportunities like renewable energy to overcoming challenges posed by drought and disease."

 

Jim Miller, Director of Policy and Initiatives
Jim is the department's principal liaison with farm and ranch organizations, as well as with other governmental agencies and organizations with an interest in the programs and activities of the department. He works with the Commissioner on special projects and on emerging issues of importance to the agricultural industry.

 

Jim is a graduate of Colorado State University with bachelor's and master's degrees in political science. His experience in matters relating to agriculture and environmental protection date back to 1974. He has served as a legislative liaison for farm organizations in Denver and in Washington, D.C. He grew up on a dairy and cattle farm near Broomfield, Colorado. 

 

Jenifer Gurr, Executive Administrator
Jenifer, raised in a ranching community in northwest Colorado, is the executive assistant to the Commissioner of Agriculture. She manages the Commissioners' office and is responsible for the schedules of the Commissioner and the Deputy Commissioner. She also supports the Colorado Agricultural Commission. In addition, Jenifer serves as the liaison with the Office of the Secretary of State for all rules adopted by the department.      

 

Christi Lightcap, Director of Communications
As the primary media contact, Christi serves as a spokesperson on Departmental programs and agricultural issues. She creates and distributes news releases as well as other educational material for the general public. In addition, Christi is the media coordinator during the Colorado State Fair.

 

Christi was raised near Las Animas and grew up on the rodeo trail.  She graduated college at CSU-Pueblo with a bachelor's degree in Mass Communications.  Christi brings a decade of experience to the CDA.  She also worked at the top news station in Southern Colorado as a news producer, specials projects producer and a technical director.   

 

Jon Reitan, Chief Financial Officer
Jon develops the Department's annual budget request and constructs the fiscal responses to proposed legislation. As the primary contact, he is the Department's liaison with the Governor's budget office and the legislature's budget staff.  Additionally, Jon oversees the accounting, payroll, and purchasing responsibilities for the Department.

 

A graduate of St. Olaf College in Northfield, Minnesota, Jon has a bachelor's degree in Political Science and earned a master's degree from the University of Colorado-Denver in Public Administration. He joined state government in 1997 as a budget analyst with the Governor's Office of State Planning and Budgeting.

Kathy DePew, Director of Human Relations
Kathy serves to lead CDA's Human Resources Office in the areas of recruitment and selection, compensation, job evaluation, benefits administration, employee relations, and training.   

 

Kathy is a graduate of the University of Colorado-Denver with a bachelor's degree in business administration as well as a master's degree in public administration. Her state of Colorado human resources management experience began in 1995. Kathy moved to Colorado from her hometown of Gainesville, Florida in 1990.  She began her state service in January 1991 working in higher education.
