"Butch" Straub, II Director SUBJECT: Time Line for Implementing the On-Line Data Collection Tool and Guidance for Registering Users The Office for Domestic Preparedness Support (ODP), Office of Justice Programs (OJP), presented information on the ODP Fiscal Year 1999 State Domestic Preparedness Equipment Program to state administrative agency (SAA) representatives at a series of regional conferences in March and April, 2000. As you know, Fiscal Year 2000 funding under this program is contingent upon the submission of needs assessment data and statewide domestic preparedness strategic plans. As discussed at the regional conferences, OJP has developed an on- line data collection tool to assist states with their submissions. This letter is intended to update you on OJP's time line for making the on-line tool available to state and local users and to provide information on the process for identifying and registering users for the on-line assessment tool. States who choose to use the on-line assessment tool developed by OJP to submit needs assessment data and strategic plans may begin registering users on July 5, 2000. OJP will implement the second phase of the data collection process on August 1, 2000. At that time, software will be made available on-line for local jurisdiction data input. SAAs will be able to input data beginning August 15, 2000, when the third phase of the on-line process is implemented. When the user registration phase begins for the on-line assessment tool, OJP will validate submissions using a list of eligible state and local users provided by the SAA for each state. On this list, users should be categorized by state and local jurisdiction. As part of this process, the SAA will also need to coordinate with the state public health agency to obtain a list of users for the public health assessment portion of the capabilities and needs assessment. The list for your state should be provided to your ODP grant program manager no later than June 30, 2000. Receipt of this list will enable users from your state to begin to register and use the on-line tool. If you have any questions, please feel free to contact your ODP grant program manager.
