"Butch" Straub II Director SUBJECT: State and Local Approaches Program Many states and local jurisdictions are developing, implementing, and executing weapons of mass destruction (WMD) terrorism preparedness programs, or updating existing programs, as a result of the Office for Domestic Preparedness Support (ODP) needs assessment and strategy development process. In so doing, ODP recognizes that many states and local jurisdictions have developed and implemented innovative approaches to WMD terrorism preparedness. The attached bulletin highlights one such program in the Commonwealth of Massachusetts. This bulletin is the first of many to be published in a series we are calling the State and Local Approaches Program. The purpose of this program is to document innovative practices, projects, programs, approaches, methods or techniques that greatly enhance the WMD preparedness of a state or local jurisdiction and can be replicated in other jurisdictions. The goals of the program are: Enhancing the ability of state and local jurisdictions to develop, plan, and implement a program for WMD preparedness through information sharing; and Enhancing the ability of state and local jurisdictions to utilize innovative resources for a WMD preparedness program. ODP does not evaluate the initiatives highlighted in State and Local Approaches bulletins, and the sharing of information should not be interpreted as an endorsement by ODP. In addition, instructions for submitting projects for inclusion in a State and Local Approaches bulletin will be provided shortly in an ODP Fact Sheet.
