SUBJECT:	Fiscal Year 2004 Competitive Training Grants Program (CTGP)

The Office for Domestic Preparedness, United States Department of Homeland Security, is pleased to announce the FY2004 Competitive Training Grants Program (CTGP). The grants funded by this program will expand ODP's mission to prepare the nation's emergency responders to prevent, deter, respond to, and recover from incidents of Weapons of Mass Destruction terrorism in the United States.

Enclosed in this packet is the Grant Application Kit with guidance for submitting materials through the Grants Management System, as well as the FY2004 CTGP Fact Sheet to assist applicants in understanding the process through which applications will be evaluated.
