          SUBJECT:  Applying for FY 2000 and 2001 Funding
                              

State Administrative Agencies (SAA) are encouraged to apply for Fiscal Year 2000/2001
domestic preparedness funding as soon as possible following notification by the Office for
Domestic Preparedness (ODP) that their state's Three-Year Domestic Preparedness Strategic
Plan has been approved.  A complete Application Kit providing guidance and detailing the
application requirements is provided to each SAA along with the approval letter for their state's
Strategy.  States may not apply for Fiscal Year 2002 funds unless their application for Fiscal Year
2000/2001 funds has been approved by ODP.
          
As you know, it is critically important to ensure that States and local jurisdictions are as prepared
as possible to respond to an incident of terrorism involving Weapons of Mass Destruction
(WMD).  We must therefore do everything in our power to make available the specialized
equipment necessary for a successful response to such an incident.
