SUBJECT: Lowering of Additional Elevated Alert Sites

On February 6, 2004, the Secretary of the Department of Homeland Security asked certain designated urban areas and economic sectors to come down from a heightened state of alert. These individual sectors and urban areas had been previously notified by DHS if they were to remain on heightened alert.

ODP will provide reimbursement in the allowable categories for those states with applicable costs. Allowable categories include: backfill and overtime expenses for staffing state or local EOCs, hiring of contracted security for critical infrastructure sites, public safety overtime and National Guard deployments to protect critical infrastructure sites. This does not include consumable costs such as fuel expenses.

This period of reimbursement goes from December 21, 2003, to the end of shift on February 6, 2004. A template to capture these costs is attached to this bulletin. Any questions related to this information bulletin may be directed to your OPD Preparedness Officer at (800) 368-6498.
