SECTION 101 GENERAL
|
101.1 General. This document contains scoping and technical
requirements for accessibility to sites, facilities, buildings, and elements
by individuals with disabilities. The requirements are to be applied during
the design, construction, additions to, and alteration of sites, facilities,
buildings, and elements to the extent required by regulations issued by
Federal agencies under the Americans with Disabilities Act of 1990 (ADA). |
This document sets guidelines for accessibility to places of public
accommodation and commercial facilities by individuals with disabilities.
These guidelines are to be applied during the design, construction, and
alteration of such buildings and facilities to the extent required by
regulations issued by Federal agencies, including the Department of Justice,
under the Americans with Disabilities Act of 1990. The technical specifications 4.2 through 4.35, of these guidelines are
the same as those of the American National Standard Institute's document A117.1-1980,
except as noted in this text by italics. However, sections 4.1.1 through
4.1.7 and sections 5 through 10 are different from ANSI A117.1 in their
entirety and are printed in standard type. The illustrations and text of ANSI A117.1 are reproduced with

IBC 101.3 Intent. The purpose of this code is to establish the
minimum requirements to safeguard the public health, safety and general
welfare through structural strength, means of egress facilities, stability,
sanitation, adequate light and ventilation, energy conservation, and safety
to life and property from fire and other hazards attributed to the built
environment and to provide safety to fire fighters and emergency
responders during emergency operations. |

101 Purpose The technical criteria in Chapters 3 through 9,
and Sections 1002, 1003 and 1005 of this standard make sites, facilities,
buildings and elements accessible to and usable by people with such physical
disabilities as the inability to walk, difficulty walking, reliance on
walking aids, blindness and visual impairment, deafness and hearing
impairment, incoordination, reaching and manipulation disabilities, lack of
stamina, difficulty interpreting and reacting to sensory information, and
extremes of physical size. The intent of these sections is to allow a person
with a physical disability to independently get to, enter, and use a site,
facility, building, or element. Section 1004 of this standard provides criteria
for Type B units. These criteria are intended to be consistent with the
intent of the criteria of the U.S. Department of Housing and Urban
Development (HUD) Fair Housing Accessibility Guidelines. The Type B units are
intended to supplement, not replace, Accessible units or Type A units as
specified in this standard. This standard is intended for adoption by
government agencies and by organizations setting model codes to achieve
uniformity in the technical design criteria in building codes and other
regulations. |

101.2 Effect on Removal of
Barriers in Existing Facilities. This
document does not address existing facilities unless altered at the
discretion of a covered entity. The Department of Justice has authority over
existing facilities that are subject to the requirement for removal of
barriers under title III of the |

Dimensions for Adults and Children
The technical requirements
are based on adult dimensions and anthropometrics. In addition, this document
includes technical requirements based on children's dimensions and
anthropometrics for drinking fountains, water closets, toilet compartments,
lavatories and sinks, dining surfaces, and work surfaces. |

Nothing in these requirements
prevents the use of designs, products, or technologies as alternatives to
those prescribed, provided they result in substantially equivalent or greater
accessibility and usability. |

Equivalent Facilitation. Departures from particular technical and
scoping requirements of this guideline by the use of other designs and
technologies are permitted where the alternative designs and technologies
used will provide substantially equivalent or greater access to and usability
of the facility. |

the use of designs, products, or technologies as alternatives to those
prescribed by this standard, provided they result in equivalent or greater
accessibility and such equivalency is approved by the administrative
authority adopting this standard. |

Alternative materials, design and methods of construction and equipment. The provisions of this code are not intended to
prevent the installation of any material or to prohibit any design or method
of construction not specifically prescribed by this code, provided that any
such alternative has been approved. An alternative material, design or method
of construction shall be approved where the building official finds that the
proposed design is satisfactory and complies with the intent of the
provisions of this code, and that the material, method or work offered is,
for the purpose intended, at least the equivalent of that prescribed in this
code in quality, strength, effectiveness, fire resistance, durability and
safety. |

IBC ALTERATION. Any
construction or renovation to an existing structure other than repair or
addition. |
Amusement Attraction. Any facility, or portion of a facility, located
within an amusement park or theme park which provides amusement without the
use of an amusement device. Amusement attractions include, but are not
limited to, fun houses, barrels, and other attractions without seats. |

Amusement Ride. A system that moves persons through a fixed

legislative chambers, motion picture houses, auditoria, theaters, playhouses,
dinner theaters, concert halls, centers for the performing arts, amphitheaters,
arenas, stadiums, grandstands, or convention centers. |
Assembly Area. A room or space accommodating a group of individuals for
recreational, educational, political, social, civic, or amusement purposes,
or for the consumption of food and drink. |
IBC 303.1 Assembly Group A. Assembly Group A occupancy includes, among
others, the use of a building or structure, or a portion thereof, for the
gathering together of persons for purposes such as civic, social or religious
functions, recreation, food or drink consumption or awaiting transportation.
A room or space used for assembly purposes by less than 50 persons and
accessory to another occupancy shall be included as a part of that occupancy.
Assembly areas with less than 750 square feet (69.7 m2) and which are
accessory to another occupancy according to Section 302.2.1 are not assembly
occupancies. Assembly occupancies which are accessory to Group E in
accordance with Section 302.2 are not considered assembly occupancies.
Religious educational rooms and religious auditoriums which are accessory to
churches in accordance with Section 302.2 and which have occupant loads of
less than 100 shall be classified as A-3. |
Assistive Listening System
(ALS). An
amplification system utilizing transmitters, receivers, and coupling devices
to bypass the acoustical space between a sound source and a listener by means
of induction loop, radio frequency, infrared, or direct-wired equipment. |

|
Automatic Door. A door equipped with a power-operated mechanism and controls that
open and close the door automatically upon receipt of a momentary actuating
signal. The switch that begins the automatic cycle may be a
photoelectric device, floor mat, or manual switch (see power-assisted
door). |

Boarding Pier. A portion of a pier
where a boat is temporarily secured for the purpose of embarking or
disembarking. |

designed for launching and retrieving trailered boats and other water craft to

Common Use. Interior or exterior
circulation paths, rooms, spaces, or elements that are not for public use and
are made available for the shared use of two or more people. |

a hotel that provide sleeping accommodations and food preparation areas; and
other similar facilities used on a transient basis. For purposes of these
guidelines, use of the term "Dwelling Unit" does not imply the unit
is used as a residence. |

accessibility in accordance with ICC/ANSI A117.1. |

Egress, Means of. A continuous and unobstructed way of exit travel
from any point in a building or facility to a public way. A means of egress
comprises vertical and horizontal travel and may include intervening room
spaces, doorways, hallways, corridors, passageways, balconies, ramps, stairs,
enclosures, lobbies, horizontal exits, courts and yards. An accessible means
of egress is one that complies with these guidelines and does not include
stairs, steps, or escalators. Areas of rescue assistance or evacuation
elevators may be included as part of accessible means of egress. |
IBC MEANS OF EGRESS. A continuous and unobstructed path of vertical
and horizontal egress travel from any occupied portion of a building or
