The Oregon Health Research & Evaluation Collaborative (OHREC) is unique in that it is not a designated state agency; but rather it is a collaborative effort of Oregon Health Policy & Research, Oregon Medical Assistance Programs and the health services' research community in Oregon.
 
Mission Statement
  • To facilitate collaborative health services research and policy analysis on issues affecting the Oregon Health Plan population, and
  • To effectively communicate timely, quality results of health services research and analysis in the interest of informing health policy.

About OHREC
 
Evidence-based decision-making is increasingly important as policymakers are faced with the difficult task of reconciling a desire to improve the health status of Oregonians with the realities of the state budget.  The Office for Oregon Health Policy and Research (OHPR), under its Robert Wood Johnson Foundation State Coverage Initiatives Grant, brought together state agencies and researchers in December of 2002, to form the Oregon Health Research and Evaluation Collaborative (OHREC). OHREC is a statewide organization that includes health services researchers from Oregon’s distinguished universities and state and county agencies, as well as representatives of managed care, behavioral health and advocacy organizations, hospital systems, and a variety of other stakeholders.
 
OHREC's unique organizational model allows the Office for Oregon Health Policy and Research to serve as a conduit between health services researchers and policy makers in the state of Oregon, reducing information gaps and thereby informing both policy and program decisions.
OHREC provides both policy makers and the public access to clearly presented non-partisan health services research through published research briefs and sponsored public forums where researchers discuss and present their findings.  
 
OHREC workgroups offer opportunities to participate and work collaboratively to obtain funding.  The commitment to professional development opportunities for undergraduate, graduate and medical student interns fosters a relationship between academia and policy in the future as well.

Programs
OHREC Professional Development Program
 
An essential aspect of OHREC, to stimulate collaborative health services research and
evaluation, is accomplished, in part, by providing professional development opportunities to
young researchers from state academic institutions at the office for Oregon Health Policy and
Research. OHREC’s Professional Development Program offers Oregon’s medical and graduate
Public Health and Public Administration students the opportunity to cultivate professional
experience and practical skills valuable to health services research. The program allows students
to utilize academic training in the ‘real world’ of health services research under the mentorship
of experienced staff and distinguished OHREC researchers while building a solid foundation for
future health services researchers in Oregon.
 
Participants in the program have opportunities to design, implement and analyze health services
related research significant to Oregonians. Students gain valuable tools for communicating
research findings to stakeholders and policy makers with access to the governor’s office,
legislators and the research/policy commissions working with OHPR; Oregon Health Policy
Commission, Health Services Commission and the Health Resources Commission.
Participants are encouraged to design their own Organizational Experience or enhance a
developed project to incorporate their expertise and focus of interest. Students are also
encouraged to present project results at local and national conferences and to seek publishing
opportunities in peer-reviewed journals.
 
Initial funding for the OHREC Professional Development Program has been provided by the
Robert Wood Johnson Foundation State Coverage Initiatives Grant through the office for Oregon
Health Policy and Research (OHPR).
 
The collaborative continually strives to provide professional development opportunities for
students and young professionals in the area of health services research. For more information
