Chemical Stockpile Emergency Preparedness Program (CSEPP) Exercise and Training Analysis Tool (CETAT)
In 2006 ORISE customized the structure of the DOE Events Tracking System (NETS) and NA-42 Asset Readiness Management System (ARMS) databases to create a database framework for CSEPP sites to track compliance with the National Incident Management System (NIMS) and resolution of Corrective Actions. Subsequently, ORISE enhanced the scope of functionality and ease of navigation to provide CSEPP with an Exercise and Training Analysis Tool (CETAT), to improve training and exercise effectiveness of the seven (7) CSEPP sites and their respective community response partners.
CETAT contains After Action Report data for the seven (7) sites from FY2005 through FY2007. As annual exercise cycles are accomplished, FY2008 data will be entered.
Analysis capabilities include:
- Tracks CSEPP findings and observations by Emergency Response Outcome (ERO).
- Disaggregates AAR data to permit delving into facets of a problem or issue.
- Reveals additional aspects to issues commonly assumed to be single-focused.
- Identifies NIMS-related issues such as Incident Command, Information Sharing.
- Examines trends relating to functional procedures such as decontamination.
- Identifies recommended training solutions by site and across the CSEPP community.
Outcomes include:
- Identifying ways to modify training to better meet exercise and response needs.
- Sharing information with response partners to enhance their respective training programs and, in turn, improve the effectiveness of the response partnership.
- Providing background information for controller assignments.
- Identifying and prioritizing training issues by individual sites and across the CSEPP community.
- Identifying components to add to procedure and position checklists for job aids.
- Enabling Integrated Planning Teams (IPTs) to use each site’s historical exercise record in planning future exercises.
- Enabling staff to better manage past and future exercise data.
