HSC Biennial Report Delivered to Governor and Legislature

The Health Services Commission of the Department of Administrative Services' Office for Oregon Health Policy and Research reported, in accordance with ORS 414.720(3), a new Prioritized List of Health Services for the 2007-09 biennium to supersede the list currently under implementation.

The rankings of the Prioritized List of Health Services included in this report are based on the first revision of the prioritization methodology since the Oregon Health Plan's implementation in 1994. This methodology places a new emphasis on preventive care and chronic disease management in the recognition that the utilization of these services can lead to a reduction in more expensive and often less effective treatments provided in the crisis stages of disease. The methodology also reflects a better account of clinical effectiveness and cost-effectiveness into the ranking of health services as directed by Section 8 of House Bill 3624 (2003) and codified in ORS 414.720(4b).

Both the Governor's Recommended Budget and the Ways & Means Co-Chair's Budget currently under consideration include funding of the new list for the services listed on lines 1-503 out of 680 for the 2007-09 biennium. This level of funding best equates to the OHP Plus benefit package represented by lines 1-530 (the funded portion) out of 710 on the 2006-07 list. Once the Legislatively Approved Budget is established for the Department of Human Services for the 2007-09 biennium, including the benefits for the Oregon Health Plan using the new prioritized list, this report will be transmitted to the Centers for Medicare & Medicaid Services (CMS). Pending CMS approval, implementation of the new list will begin no sooner than January 1, 2008 and continue through December 31, 2009, with interim modifications to account for technical corrections and medical advancements.
