NOTICE OF ADOPTION - Ordinance 15802

Ordinance Nos. 15802 and 15803

NOTICE IS HEREBY GIVEN that the Metropolitan King County Council (the Council) held a public hearing in the Council Chambers on the 10th Floor of the King County Courthouse (516 Third Avenue, Seattle, WA) on Tuesday, May 29, 2007, beginning at 1:30 p.m. The purpose of this public hearing was to consider adoption of Proposed Substitute Ordinance 2007-0255 (Ordinance 15802) relating to the International Residential, Building, Mechanical and the Uniform Plumbing Codes and Proposed Ordinance 2007-0256 (Ordinance 15803) relating to the International Fire Code.

SUMMARY:

Proposed Ordinance Nos. 2007-0255 and 2007-0256 adopt local amendments to the international and uniform codes, including the administration of the codes, which the state has delegated to cities and counties. The amendments cannot reduce the state’s substantive requirements.

The local amendments to the international codes carry forward several unique protections that currently exist in King County codes, such as noise transmission standards for properties located near Seattle International Airport. The amendments also repeal several unique King County building and plumbing code standards that are now covered by the International and Uniform codes.

The following is a summary of changes included in these proposed ordinances:

· The administrative sections for the International Mechanical Code have been consolidated with those for the International Building Code and the International Residential Code.

· Adopts the plumbing code by ordinance for the first time.

· References are made consistent with the state and model codes and address changes to international code numbering.

· A new option was added to rapid abatement to provide for immediate response by owner.

· The application of the building codes to residential accessory buildings which house either home occupations or home industries is clarified.

· Existing requirements governing residential swimming pools are re-codified to be located with related building code provisions.
