Special Access Pass for Veterans with Disabilities & Active Military On Leave
Oregon is home to hundreds of state parks, more than 50 with campgrounds. The Oregon Parks and Recreation Department is pleased to offer free camping and day-use to veterans with a service-connected disability and active military on leave.

Oregon State Parks Identification Cards
 
OPRD issues park access identification cards to every qualifying veteran who submits a completed application for the fee waiver, which applies to the use of RV and tent campsites and visits to all 26 of OPRD’s day-use-fee parks.
 
To apply for the identification card, veterans with a service-connected disability must:
  1. Obtain a letter from the U.S. Department of Veterans Affairs (1220 SW 3rd, Portland OR 97204) stating the veteran has a service-connected disability.
  2. Fill out and submit a short, one-page Oregon Parks and Recreation Department application. The application is available in three different ways: online at http://www.oregon.gov/OPRD/PARKS/docs/2006_vet_app.pdf, from state park offices and by calling 1-800-551-6949 (Monday-Friday, 8 a.m. to 5 p.m.).
  3. Mail or bring the application and a copy of the letter from Veterans Affairs to:

After the application is processed, OPRD sends the identification card in the mail, even to veterans who choose to drop off their completed forms. The card is valid for four years.
 

Other Valid Proof
Other Valid Proof (for veterans without the Oregon State Parks identification card and active military on leave)
  • A Disabled Veteran's license plate issued by the Oregon DMV.
  • A current Disabled Veteran Permanent Hunting/Angling License issued by the Oregon Department of Fish and Wildlife.
  • A Washington State Parks Disabled Veteran's ID card.
  • Any VA photo identification card bearing the words "service connected."
  • Any letter issued by the VA stating eligibility for any of the above programs, or bearing the words "service-connected disability.”
  • Leave papers issued to active duty personnel by the Army, Air Force, Navy, Marines, Coast Guard or National Guard.

Using Your ID Card and Placard
 
Your wallet-sized ID card, and a bright green placard will arrive in the mail. There are a few things to keep in mind to make your state park visit trouble-free:
 
Camping - Bring the ID card with you to camp
  • You may camp for free in a tent or RV site for 5 days at a time in a single state park, and 10 days in all state parks in a month. If you stay longer than 5 days at a park, you will need to pay the going rate for the extra days. The fee waiver does not cover yurts, cabins or other special park features.
  • Make your reservation by phone (1-800-452-5687) from 2 days to nine months in advance. State you're a disabled vet and give your card number. Your site fee is waived 100%. The reservation fee ($6) and extra vehicle fee ($5, only applies to second vehicle driven into park) are not waived. Reservations made on the web do not qualify for the discount at the time the reservation is made, but qualifying customers with proper  identification may request that their fees be waived and refunded upon arrival at the park.
  • Some state parks are first-come, first-served. If the campground has a staffed booth, simply present this card and photo ID. If the campground has self-registration, write your ID card number on the self-registration slip. Park staff may ask to see your state park and photo ID card after you check in.
Day Use - Bring the ID card and green placard to visit for the day
  • Some state parks charge a $3 day-use fee. The fee is waived for you.
  • When you arrive at the park, slip your ID card into the bright green plastic placard so the large expiration date is visible (there are instructions on the placard).
  • Hang the placard from your rear-view mirror. Your ID card, with the date facing out, must be visible through the windshield.
  • Please obey all other park rules, including hours of operation.  Overnight stays are not permitted at day-use parks.
  • Since the placard is transferable between vehicles only one placard per customer will be issued.
  • A photo ID may be requested as proof of identity during your stay.
Especially important:
  • You are the only one authorized to use this card. It is not transferable to anyone else, even other disabled veterans.
  • Upon arrival at the park a photo ID will be required to document you as the owner of the state park ID card.
  • If you lose this card or the green placard, request a replacement by sending us a letter with your name, address and home phone to OPRD, 2501 SW 1st Ave, Suite 100 Portland OR 97201-4751.
  • This card will expire in four years. We will send you a renewal application several months before the expiration date. If your address changes between now and then, it will be your responsibility to request a renewal form.
Please note this fee waiver is for state parks only. County, federal and state campgrounds operated by other agencies will still charge you a fee. If you have any questions about the program or the ID card, please call 1-800-551-6949, Monday-Friday, 8 a.m.-5 p.m.
