General Rees said, "Colonel Caldwell has been an essential element within the Oregon Guard over his entire career. His leadership skills and political savvy have been key in our efforts to best serve the people of Oregon and help us prepare and execute the missions we have undertaken here at home and abroad." He went on to say, "I am excited about his assignment and his continued service to our state. He is the right man at the right time for what we have ahead of us."

Colonel Caldwell said. "It is an honor to have had the privilege to serve my community, my state and the nation over the past 35 years. I have been honored to serve with many great soldiers and airmen in the Oregon Guard. I look forward to continuing to serve my state leading the Oregon State Defense Force and its superb volunteers."

Colonel Caldwell was born in La Grande where he attended elementary and High School, graduating in 1969. He went on to graduate from Eastern Oregon University with a Bachelors Degree in Community Service.
