Robert Parsons

Rob Parsons is the Director of the Office of Human Capital (OHC) for U.S. Immigration and Customs Enforcement (ICE) within the Department of Homeland Security (DHS). Mr. Parsons originally joined ICE as the Deputy Director of Public Affairs in 2003 and subsequently served as the Deputy Chief of Staff before becoming Director of OHC.

As the head of OHC, Mr. Parsons is responsible for a range of activities that support the ICE workforce, including Staffing, Processing, and Executive Services through a Shared Services agreement with U.S. Customs and Border Protection, Employee and Labor Relations, Worker's Compensation, and Performance Management. In 2007, on behalf of the Deputy Assistant Secretary for Management, he led an ICE team which produced ICE's first Hiring and Onboarding Handbook, now available on the OHC website. This guide is designed to aid all participants, from the Hiring Office to the Service Centers, in their efforts to improve efficiencies when hiring new employees.

In addition, Mr. Parsons is spearheading several new initiatives within OHC: The ICE Veterans Program, established as a dedicated help desk to resolve veteran-related issues for ICE employees who have served or are serving in the military; an enhanced Employee Assistance Program (EAP), to ensure that employees and their family members have access to confidential assistance when needed, and a Compliance and Analysis Section, dedicated to tracking prompt and thorough execution on all OHC commitments and settlements.

Prior to joining ICE, Mr. Parsons served for ten years in the Drug Enforcement Administration (DEA) where he championed an effort to transform the agency's hiring process. As part of an IG task force, Mr. Parsons facilitated the development and implementation of best practices, resulting in significant streamlining and increased effectiveness of recruiting, testing, selecting and on-boarding processes for both LEO and Support personnel.

Prior to joining ICE and DEA, Mr. Parsons also served in Intelligence positions at the National Security Agency, the Office of the Secretary of Defense, the Office of National Drug Control Policy in the Executive Office of the President, as a contractor in the Strategic Defense Initiative Organization Program Office, and in the U.S. Army. Mr. Parsons is a graduate of the U.S. Army's JFK Special Warfare Center, the Army's Intelligence Center and School, and the University of Virginia with a BA in International Relations.
