| Annual Performance Measures About Community Corrections in Oregon: Through intergovernmental agreements with the counties, Community Corrections oversees, advocates for, and works in partnership with all the community corrections offices throughout the state. The local county community corrections offices provide supervision, services, and sanctions to felony offenders in their communities. These offenders have been sentenced to probation by a court, or are on parole and/or post-prison supervision after being released from state prison. They may also have been sentenced to prison for 12 months or less and are serving that time locally. Parole/probation officers (POs) monitor the behavior and compliance of more than 30,000 felony offenders living in Oregon's communities, enforcing conditions of supervision set by the court for those on probation and by the Board of Parole and Post-Prison Supervision for those who have been released from prison. Community Corrections provides a cost-effective means to hold offenders accountable while at the same time addressing the root causes of criminal behavior and reducing the risk of future criminal behavior. Each aspect of community corrections: supervision, sanctions, and services; plays an important part. County community corrections departments develop sanctions such as electronic surveillance, community work crews, day reporting centers, residential work centers, and intensive supervision programs. Development of other services such as alcohol/drug treatment, sex offender treatment, employment, and mental health services are important for long-term behavior change. State funding, administered through the DOC Community Corrections branch, supports both the supervision of felony offenders and the development of community-based sanctions and correctional/treatment programs. The local criminal justice system in each county designs its own systems of sanctions and programs to hold offenders accountable. Community supervision is an integral part of the Oregon Accountability Model. When fully implemented, community corrections agencies and prison staff will work together closely on transition plans for inmates returning to the community, including housing, health care, and other social services. Together, prison and field staff will plan continued interventions in those areas most likely to reduce the risks of criminal behavior. These well-planned, coordinated services between state and county partners will make Oregon a safer place to live. | |
