State Incentive Grant Enhancement for Early Childhood Prevention

Overall Project Description

 

In 2003, Oregon was awarded a State Incentive Grant (SIG) Enhancement for Early Childhood Prevention by the federal Center for Substance Abuse Prevention (CSAP). This project is intended to help continue Oregon's efforts to provide comprehensive services and supports to children ages 0-6 and their families, particularly focused on preventing substance abuse and promoting children's mental health. The SIG grant will enable the State to make systemic changes in the way behavioral health services and settings regularly used by families with young children work together to identify and provide access to needed services for children ages 0-6, and their families, who are at high-risk of behavioral health disorders.

 

A total of $2.25 million was awarded to Oregon, 80 percent of which will be committed to filling gaps in evidence-based prevention programs for the targeted population, including four pilot sites, and to provide a viable prevention infrastructure for young children. The four pilot sites will use evidence-based prevention principles to change policies, procedures, protocols and relationships for the purpose described above. Resources awarded to pilot sites under this grant are not for the provision of behavioral health care or treatment in traditional settings. The remaining 20 percent will be used over three years to support the development of an integrated data system that collects information about the status of Oregon’s prevention system and its ability to meet the needs of children, 0-6 years, and their families.
