About the Training

The Motor Carrier Transportation Division is responsible for training and certifying all Oregon truck safety inspectors. This includes employees of Oregon´s Department of Transportation, as well as all state law enforcement and regulatory personnel. There are more than 500 trained and certified truck safety inspectors at work in Oregon today and they check more than 50,000 commercial vehicles and drivers each year.

Designed for regulatory and law enforcement personnel, this CVSA certified course provides the training needed to conduct vehicle and driver inspections under the Motor Carrier Safety Assistance Program (MCSAP). The course work includes daily work projects, hands-on inspection exercises, and written exams. The successful completion of this course is required by the Commercial Vehicle Safety Alliance in order for a government employee to affix CVSA decals to commercial vehicles.

Course objectives:
• Provide inspectors with the basic information needed to conduct Level 1 or Level 5 inspections. Successful completion of this course also qualifies an inspector to conduct Level 2, 3, and 4 inspections.
• Familiarize the student with the U.S. Federal Motor Carrier Safety Regulations.Familiarize the student with the North American Standard Out-of-Service Criteria.
• Provide commercial vehicle inspectors with enforcement guidelines generally applicable in any jurisdiction.

Advanced Level 1

Designed for regulatory and law enforcement personnel, this CVSA certified course provides additional training for individuals who have been certified Level 1 truck inspectors for at least two years. The course work builds on the inspector knowledge of CDL verification, driver logs and impairment, mechanical components, cargo securement, and crash data collection and reporting.

Course objectives:
• Provide inspectors with advanced truck inspection skills to conduct Level 1 or Level 5 inspections.
• Review CDL and log book criteria, with a heavy concentration on CDL verification and false log books.
• Expand on mechanical component knowledge, with an emphasis on the brake system and hydraulic brakes.
• Understand crash scene assessment and data gathering techniques.

Designed for regulatory and law enforcement personnel, this course provides the training needed to conduct a walk-around truck inspection after a routine probable cause stop. Inspectors learn what to look for and how to inspect certain component parts while in uniform. The successful completion of this course does not entitle the inspector to issue CVSA decals, which are only issued during Level 1 inspections.

Foreign CMV Awareness

The Federal Motor Carrier Safety Administration (FMCSA) and the International Association of Chiefs of Police (IACP) have developed a Foreign Commercial Motor Vehicle Awareness Training Program to assist officers in understanding the basic operating requirements of foreign-based motor carriers, vehicles, and drivers. The training will encompass officer safety, Mexican CDL, Canadian CDL, vehicle safety and security, and operating authority. The class offered by ODOT is a Train-the-Trainer Course. Individual agency trainers will then go back and train officers from their own agency.

Officers DO NOT have to be truck inspectors to attend this Train-the-Trainer Course.

An abbreviated version of the Foreign Commercial Motor Vehicle Awareness Training Program.  This class is two hours in length, and is designed for officers who are already certified to inspect trucks.   Course will concentrate on Mexico-domiciled motor carriers involved in the US/Mexico border demonstration project.  Highlight of the course includes identification and verification of Mexican CDL's.

About the Instructors

Bonnie Pierovich

Bonnie coordinates training and is the lead instructor for all safety inspector courses. She has well over 25 years experience in Oregon´s motor carrier safety program.

Kathy Beck-Blaine
Kathy schedules training and prepares classroom material for all safety inspector courses. She has worked in motor carrier safety since 1982, first with the Public Utility Commission Transportation Safety Program and then with the Motor Carrier Transportation Division when it became part of ODOT in 1996. Kathy has experience in both registration and safety.

Jess Brown
Jess, a Hazardous Materials Transportation Specialist based in the Salem Headquarters, has been with the Oregon Department of Transportation since 1998. Prior to that he worked for the Department of Defense as an Environmental Protection Specialist dealing with hazardous waste and hazardous materials.

Bonnie, Kathy, and Jess provide training for nearly 500 regulatory and law enforcement personnel each year. They routinely use local Motor Carrier Enforcement Officers, ODOT Safety Specialists, and law enforcement agency personnel to act as hands-on coaches during the training.
