Subject:  Report of potential Deviation per 10CFR Part 21
          ZPA Ratings for Class 1E Relays

This letter is a follow-up to our interim report issued July 12, 1996
describing evaluation of potential deviations in qualification
documentation for Class 1E relays.

On May 6-7, Yankee Atomic Electric Company conducted Surveillance Audit
96-066 at ABB Power T&D Company Inc. - Relay Division (now Power
Automation and Protection Division), Coral Springs, FL.  This audit
resulted in a finding and recommendation to initiate an evaluation of
qualification documentation, and determine its impact on COM-5 Class 1E
relays, per 10CFR Part 21.  After evaluation, a report was submitted to
Yankee Atomic June 11, 1996 identifying corrective actions that had been
taken and stating that in our judgment, there was no impact on the COM-5
relays being supplied.

A follow-up visit by Yankee Atomic took place on July 9-10, 1996 to
review these corrective actions.  As a result of further discussions,
Yankee Atomic determined that the qualification documentation for the
COM-5 relay, as well as the CRN-1 and CVE-1 relays, was not sufficient.
In addition, inconsistencies in ZPA ratings were found.

Based on these occurrences, ABB has done an evaluation of the
qualification documentation for the above mentioned relays, as well as
all other Class 1E relays supplied.  As a result of this evaluation, this
report is being issued to inform users of changes in ZPA (zero-period
acceleration) ratings for ABB (and formerly Westinghouse *) Class 1E
relays.  This report describes changes in ZPA ratings due to the method
of analysis only.  The design and functional performance of these relays
were not affected and did not change.  Other than ZPA ratings, all other
qualification documentation evaluated was found to be accurate, and no
other discrepancies were found.

Subject:  Report of Potential Deviation per 10CFR Part 21
          ZPA Ratings for Class 1E Relays

Refer to the multifrequency broadband Standard Response Spectrum (SRS)
shape in Figure 1.  The former method of ZPA analysis was to draw the
straight-line SRS through the average of the lowest Test Response
Spectrum (TRS) curve.  This was the standard practice prior to ANSI/IEEE
C37.98.  The current method of analysis uses the definitions described in
C37.98-1987, section 5.2.1.1, where the TRS envelopes the SRS.  This
produces a lower ZPA rating.  Refer to the example curves in Figure 2.
The original method with the SRS drawn thought the average TRS produces
ZPA rating of 6.7 g while the current envelope method yields 5.7 g.

During the evaluation of the qualification documentation it was
determined that some of the ZPA ratings listed on the Certificates of
Conformance were not revised when the method of ZPA analysis changed.
Attached to a list of relays whose ZPA ratings changed, and the dates
that the certificates were revised.

*    ABB purchased the Relay Division (now the Power Protection and
     Automation Division) from Westinghouse in 1990.  In the Assets
     Purchase Agreements, Westinghouse retained all liability for
     products manufactured during the entire period of Westinghouse
     ownership.

10 CFR PART 21 REPORT REGARDING POTENTIAL DEVIATIONS IN QUALIFICATION
DOCUMENTATION FOR CLASS 1E RELAYS.

THE FOLLOWING IS TEXT FROM A FACSIMILE SUBMITTED BY THE VENDOR:
