Staffing is basically the recruitment, examination, selection, or placement and utilization of employees to staff Government organizations. Many options and methods are available to mangers to fill their positions within their organizations. The most common method is filling positions through:

 
Competitive Announcements

 
FFAS utilizes USAJOBS as its One-Stop recruitment web site. This site is a collaborative effort between the Office of Personnel Management (OPM) and Federal agencies to design an innovative Internet site that assists applicants in finding employment with the Federal government. Job seekers looking for a job with the Federal government can look forward to the following key features on the Recruitment One-Stop site:

 
  • One portal advertising thousands of Federal government job opportunities across the nation and around the world;
  • One job search engine that allows you to search for jobs by job family, job location, salary, or level of experience;
  • One standard display for all vacancy announcements;
  • One site to build and store an online resume;
  • One method for applying for positions that provides immediate feedback on basic eligibility; and
  • One place to check on the status of your application.

 
Applicants must supply:

 
  • a resume, the Optional Form 612, or any other written format they chose (unless specified in the announcement),
  • Other "Required Documents" if applicable(i.e., college transcripts, Notification of Personnel Action, SF-50/FSA-50, current annual performance appraisal (within 18 months), DD-214, etc),
  • any other supplemental information required by the agency such as job related questionnaires (assessments).

 
Who May Apply

 
  • STATUS applicants are persons who have a career or career-conditional appointment in the competitive service or have reinstatement eligibility. These applicants may apply for any vacancy within the area of consideration. Per Public Law 105-277 FSA County Committee permanent employees will be considered to have status when applying for USDA vacancies. Status applicants are eligible for consideration for announcements that are advertised through the FFAS Merit Promotion Plan in handbook 3-PM, Part 3. Also refer to provision on merit promotion in any applicable bargaining unit agreement.
  • NON-STATUS applicants are persons who are not in the competitive service and have no reinstatement eligibility. These applicants may apply for any vacancy when the area of consideration states "ALL SOURCES" OR "NON-STATUS".
  • SPECIAL HIRING AUTHORITIES. People with disabilities, former Peace Corps, Vista, and Action Cooperative Volunteers, Veterans Recruitment Act (VRA) eligibles, and 30% Disabled Veterans may be considered under special hiring authorities.
  • DISPLACED employees who are current agency employees serving under an appointment in the competitive service, in tenure group I or II, who have received a specific reduction in force (RIF) separation notice.
  • SURPLUS employees who are current agency employees serving under an appointment in the competitive service, in tenure group I or II, who have received a Certification of Expected Separation or other certification issued by the agency which identifies the employees as being in a surplus organization or occupation.

 
In addition the agency has several Student Programs that provide an alternate method of staffing at entry level using student educational employment programs. These programs help the agencies of FFAS ensure that diversity, civil rights, and EEO are effectively and efficiently integrated into all workforce planning, recruitment, and retention strategies to attract, hire, develop, and advance highly qualified applicants and employees who are members of the under represented and/or socially disadvantage groups. FSA programs provide the American farmers, students and professionals the opportunity to see first hand the practical application of theories/principles in a real, business situation.

Student Educational Employment Programs:
  • Student Temporary Employment Program (STEP)
  • Student Career Experience Program (SCEP)

 
  • paid flexible employment enabling students to earn a salary while continuing their studies.
  • experience and information about career opportunities and future employment prospects at USDA.
  • possibility of returning during the school year.
  • possibility of converting to a STEP or SCEP position.
  • possibility of conversion rights to a permanent position after completing requirements for the co-op program.

 
D.C. Passport-To-Work Summer Works Program
The D.C. Passport-to-work Federal/Washington, D.C., Government initiative that provides paid employment for District of Columbia youth. The D.C. Government pays the youth's salaries, and Federal agencies provide work sites. Agencies identify their needs in the spring. Candidates are referred for placement by the D.C. Office of Employment Services in July.

 
USDA/1890 National Scholars Program
The USDA National Scholars Program is a major effort of the Farm Service Agency (FSA) and the eighteen 1890 Historically Black Land-Grant Institutions to award scholarships to students to attend one of the eighteen universities or colleges and study agriculture, food, natural resource sciences, or other related disciplines.

 
USDA/Agricultural Intern Program
The Department of Agriculture's (USDA) Agricultural Intern Program will prepare exceptional men and women who are pursuing education in the agricultural sciences for careers in these areas. Interns will participate in a semester long program that is designed to fine-tune their skills and abilities. Students are nominated for the program by the dean, director, or chairperson of their academic degree program. Nominations are screened, and evaluated by USDA officials.

 
Hispanic Association of Colleges and Universities (HACU Program)
The Farm Service Agency coordinates with the Department of Agriculture's Hispanic Serving Institutions National Program and HACU National Internship Program to recruit well-qualified and motivated students. Recruitment is focused on institutions that enroll a significant number of Hispanic students who might consider Federal service as a career choice. Students must be active in community and campus activities and recommended by their advisors or professors.

 
Washington Internship for Native Students (WINS)
WINS is a visionary effort coordinated with the Department of Agriculture and American University. The WINS is a program for American Indians and Alaskan Native students in good academic standing. The WINS program is supervised and coordinated by an advisory council made up of Native Americans who represent many tribes throughout the United States. WINS provides a focused internship experience for well-qualified and motivated WINS students, who might consider Federal service as a career choice.

 
Workforce Recruitment Program for College Students with Disabilities (WRP)
The Workforce Recruitment Program for College Students with Disabilities is designed to assist students with disabilities gain employment with Federal agencies. This program is coordinated by the President's Committee on Employment of Peoples with Disabilities (PCEPD) and the Department of Defense, with a consortium of sixteen other Federal agencies participating. In addition to summer opportunities, this program also provides excellent opportunities for college students with disabilities to explore permanent Federal job opportunities.
