- an increase in an employee's rate of basic pay from one step of the grade to the next higher step
- GS/GM eligible, not stay-in-school or co-op
- can only receive one every 52 weeks employee
- must have highest rating possible under rating system being used: (ie., Outstanding with 5- tier system)
- before giving a QSI, consider:
- any upcoming promotion (may cancel out benefits if employee at step 3 or 6)
- any upcoming Within Grade Increases (WGI) A QSI may delay employee's WGI one year -due to the longer waiting periods at next steps)
- if employee on a temporary promotion (may lose QSI when employee is changed to lower grade once temporary promotion has expired. )
- a one-time, lump-sum cash award
- employee must have at least a Meets Fully Successful rating of record
- an excused absence without charge to leave or loss of pay
- up to 40 hours may be granted at any one time
- there is an 80 hour maximum per employee per leave year
- employee as one year to use
- employee shouldn't take until award in National Finance Center (NFC) system (ie., shows up on their pay statement)
- if try take before this, may be charged Annual Leave
- not transferable if employee leaves agency
- amount based on measurable or non-measurable contribution
- processed through NFC and money (minus tax, etc.) sent to employee's bank
- paperwork processed through NFC, which sends full payment electronically to recipient's bank and "grosses up" amount to cover tax, etc. and puts this increased amount on the employee's next pay statement. NFC does not send employee any money
- an excused absence without charge to leave or loss of pay
- may be granted up to 40 hours for any one accomplishment or contribution
- there is an 80 hour maximum per employee per leave year
- employee has one year to use the TOA
- employee shouldn't take until TOA award is annotated on their pay statement
- if try take before this, may be charged Annual Leave
- not transferable if employee leaves agency
- TOA can not be converted to cash payment under any circumstances
- any office can set up a Peer Award program to encourage nominations from employees in the unit.
The Government Employees Incentive Awards Act, 5 U.S.C. 4501-4507, authorizes an agency to pay a cash award for "efficiency" or "economy". The Gainsharing Travel Savings Program allows the Agency to reward employees who save the Government money from using either of the following: - frequent flyer benefits to purchase airline tickets for official travel.

- cash award granted if suggestion is accepted by the agency and has measurable benefits (memento given if suggestion has non-measurable benefits)
- certificate, letters of commendation, medal, plaque, badge, etc.
- announced each year in PM notice
- established by the agency and announce each year in PM notice
- announce as they open in a PM notice
- certificate and keepsake given to recognize Federal service
