All-Hazards Behavioral Health Response

 

The Oregon Behavioral Health Emergency Response Plan is designed to implement an evidence-based system for mediating behavioral health consequences for those impacted by disaster and major emergency incidents. It addresses needs of victims, their families, responders, and the public at large.  Behavioral health response works closely with Public Health Emergency Preparedness, and the behavioral health plan and its attachments are a part of the Oregon Emergency Management plan. Guidelines for local response have been developed for preparedness, activation, response, and recovery.

 

Attachment F – Behavioral Health   

This document is an attachment to the Public Health All-Hazards Base Plan.  It describes the general concept of behavioral health emergency response, authorities and responsibilities, and State-level roles during preparedness, response, and recovery.  The Behavioral Health Emergency Response Field Guide is an attachment to these materials.

 

Behavioral Health Emergency Response Field Guide   (PDF)

The field guide is provides guidance for both preparedness and response activities during times of disaster and emergency incidences. It considers that given the nature of disaster and circumstances unique to Oregon, should disaster strike relative novices will likely lead and provide intervention during response.  Contents identify and consolidate main relevant topics and provide web-based references for readers who wish to have more detailed information. Attachments include tools and materials for response, such as summarizations and checklists that can provide quick guidance and/or reference during the immediacy of response, as well as professional references and handouts for those impacted by disaster.  Following is an abbreviated table of contents:
