Training and Development Policies


GENERAL TRAINING POLICIES

Training has always been considered a fundamental part of the Presidential Management Fellows (PMF) Program. Agencies are responsible for ensuring PMFs receive at least 80 hours of formal classroom training each year of their fellowship. The PMF Program Office conducts an Orientation and Training Program for each class of Fellows; this is a 3-day program. The topics covered at the Orientation provide PMFs with an overall perspective on how the Federal Government operates. During this training, Fellows engage in discussions about issues affecting the Federal Government and new public servants. This program also focuses on contemporary leadership, communication, and teamwork skills as well as career development planning. This training program counts as 24 hours of the 80 hours of required formal classroom training during the PMF’s first year.

The PMF Program Office no longer provides 16 hours of training at Graduation (as stipulated in the PMF Guide for Agencies, dated 06-20-2005). Instead, the PMF Program Office works with agencies and Fellows who sponsor PMF Forums and Action Learning Team activities to supplement these hours.

The employing agency is responsible for providing the remaining training hours during the two year fellowship. The content of the training should be tailored to the specific learning objectives that will qualify the PMF for the target position at the end of their PMF fellowship.

The Agency should work with the Fellow to develop a written outline of core competencies and technical skills to include in an Individual Development Plan (IDP); the Fellow is expected to gain these core competencies and skills before conversion to a target position. In addition, the agency will provide the Fellow with a required four to six month Developmental Assignment, with full-time managerial or technical responsibilities, consistent with the Fellows target position. OPM is committed to ensuring PMFs receive the mandated 80 hours of training. OPM is also interested in ensuring the content and quality of training received is beneficial and complimentary to the career development of PMFs. OPM periodically surveys PMFs and agencies to ensure training and developmental requirements are being fulfilled.

RESPONSIBILITIES OF THE PRESIDENTIAL MANAGEMENT FELLOW

While there are many developmental opportunities afforded PMFs during their two year fellowship, the primary task of each PMF is to claim ownership for his/her own learning, career development, and advancement.

Additional responsibilities:

- Participate in all OPM/PMF Program and agency-sponsored career development activities to support and to enhance your career and continuing education goals.

- Be an active participant in PMF Forums and/or Action Learning Teams, and accept leadership roles whenever possible.

- Work closely with your Agency PMF Coordinator, supervisor, and/or career development group advisor.

- Select developmental assignments and rotations with consideration to your short and long range career goals.

- Update the PMF Program Office of changes in your work and home address and telephone number (this is done by submitting changes via the “Information Worksheet” from the “Forms” webpage). This is critical for maintaining effective communication with the PMF Program Office.
