Emergency Management Issues Special Interest Group (EMI SIG)

The Emergency Management Issues Special Interest Group (EMI SIG) fosters the exchange of information, ideas, resources and products to support the U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) emergency management community. The emphasis is on addressing common issues and concerns across the DOE complex. The group is sponsored by the DOE Office of Emergency Management and Policy (NA-41) and advised by the DOE Office of Transportation (EM-11).

Established in 1986, the EMI SIG has a membership of over 900 DOE and DOE contractor employees. A Steering Committee composed of emergency managers from several DOE sites provides leadership to the group. Most SIG activity is carried out through the following five subcommittees:

The Exercise and Drill Subcommittee focuses on sharing findings, information, and good practices relevant to effective conduct of emergency response exercise involving DOE sites and organizations. The scope of work performed by this subcommittee includes all phases of exercise planning, development, implementation, evaluation, and follow-up.
The Hazards Assessment Subcommittee focuses on sharing findings, information, and good practices relevant to hazards identification, screening, and assessments that facilitate event characterization and other elements of site/facility emergency management programs. The scope of work performed by this subcommittee includes identifying effective tools, techniques, processes, and systems.
The Subcommittee on Consequence Assessment and Protective Actions (SCAPA) provides DOE and its contractors with technical information and recommendations for emergency preparedness to assist in safeguarding the health and safety of workers and the public. SCAPA deals with both radiological and nonradiological materials. SCAPA working groups provide guidance to DOE and its contractors.
The DOE Meteorological Coordinating Council coordinates meteorological support and atmospheric research to meet DOE objectives with emphasis on (1) promoting cost-effective support for all DOE facilities; (2) facilitating the use of common methods, procedures, and standards; (3) planning for future needs, requirements, and missions; and (4) advocating awareness of atmospheric science applications and benefits to DOE.
The Emergency Public Information (EPI) Subcommittee is dedicated to promoting the exchange of EPI resources and lessons learned. Emphasis is on (1) integrating EPI and Emergency Management Systems at Headquarters and in the field; (2) exchanging EPI lessons learned; (3) assisting in the development of the EPI section of the Emergency Management Guide, DOE G 151.1-1 V4-4; and (4) supporting requirements for educating the public on emergency plans, prior to emergencies.

Lessons Learned Information Sharing (LLIS.gov) is the Department of Homeland Security's national network of Lessons Learned and Best Practices for emergency response providers and homeland security officials. LLIS.gov's secure, restricted-access information is designed to facilitate efforts to prevent, prepare for, and respond to acts of terrorism and other incidents across all disciplines and communities throughout the US.
