The Oregon Department of Transportation is seeking comments on projects now being considered for Transportation Enhancement (TE) funding.
 
All comments should be submitted through the internet survey site that has been set up for this purpose.

List of Projects Under Consideration for TE Funds -- August 2008
 
General Information
The Transportation Enhancement program provides federal highway funds for projects that strengthen the cultural, aesthetic, or environmental value of our transportation system. The funds are available for twelve "transportation enhancement activities" specifically identified in the Transportation Equity Act for the 21st Century (TEA-21). These activities fall into four main groups:

          Pedestrian and Bicycle Projects

          Historic Preservation related to surface transportation

          Landscaping and Scenic Beautification

          Environmental Mitigation (hwy runoff and wildlife protection only)


The intent of the Program is to fund special or additional activities not normally required on a highway or transportation project. So far, Oregon has funded more than 150 projects for a total of $63 million.
Project Selection 2008
The application period for 2008 opened December 3, 2007. Notice of Intent is due February 1, 2008 and complete applications are due May 2, 2008. Click here to download the Applicant Information Packet and application forms.
Project Selection 2006-2007
The 2006 application period closed June 30, 2006. This is for projects that will receive funding for construction in 2009 and 2010. Click here for the 2006 Application Packet that was used, including all forms and instructions. Project evaluation and selection took place between July 2006 and January 2007. Final project approval by the Oregon Transportation Commission was on February 21, 2007. Click here for list of Approved Projects for funding.
Project Selection Process
Transportation Enhancement or "TE" projects are selected through a competitive process. The funds are provided through reimbursement, not grants. Participation requires matching funds from the project sponsor, at a minimum of 10.27%. Applications are accepted only from public agencies. Private organizations may apply in partnership with a local, state or federal agency, or Indian tribe. All projects must have a direct relationship to surface transportation.

The Enhancement Program is an important part of ODOT's ongoing efforts to improve the transportation network in Oregon. We look forward to working with local governments, other agencies, and interested organizations to complete a variety of creative, attractive projects that Oregon's citizens and visitors will appreciate for years to come.

For fiscal years 2006-2007, the Program is allocated $3.8 million per year for competitive selection, and $2 million per year for the ODOT Director's "TE Discretionary Account." For FY 2008-2011 the Program will have $6.5 million per year for competive selection, and $2 million per year for the Discretionary Account. 

Thirteen projects were approved by the Oregon Transportation Commission in 2003 for construction in 2004-2006. Thirteen additional projects were approved in March 2005 for construction in 2007-2008.
