The Operations group of the Traffic Engineering Services Unit has two major programs which provide services to ODOT regions and local agencies they are:
  • Traffic Signal Operations Program
  • Transportation Operations Program
     
Traffic Signal Operations Program:
 
The purpose of the Traffic Signal Operations Program is to provide traffic engineering expertise for the identification, selection, implementation, evaluation, and monitoring of traffic signal and traffic signal system operational improvements. The Traffic Signal Operations Program provides specialized traffic signal timing skills to ODOT regions and the many local agencies that have been given operational control of selected state routes. Retiming existing traffic signals increases transportation efficiency, reduces fuel consumption, and enhances air quality. Efficient traffic signal operation promotes public safety.
 
The goals of the Traffic Signal Operations Program are to:
  • Provide safe and efficient traffic signal timing and retiming at all existing, isolated signalized intersections.
  • Maximize traffic flow efficiencies on highway facilities and at freeway interchanges by providing equipment and timing for interconnected signal system operation.  Optimize signal timing on existing systems.
  • Identify candidate facilities for future coordinated traffic signal systems consistent with Level of Importance (LOI) criteria.
  • Identify and evaluate signalized routes within major transportation corridors that may provide alternate routing in response to freeway incidents.
  • Identify funding sources for, and prioritization of, traffic signal system improvements.
  • Provide timing and interjurisdictional coordination for ramp meter systems.
  • Monitor results, and provide and maintain records of statewide traffic signal retiming efforts.
  • Provide training in traffic signal timing and operation, and computer simulation of traffic signal systems.
  • Provide funding for operational improvements not covered under other programs.
                                                                       
Transportation Operations Program
 
The purpose of the Transportation Operations Program is to provide traffic engineering expertise for the analysis and monitoring of transportation operation improvements. This program supplements the Traffic Signal Operations Program by providing expertise in related program areas identified by that program.
 
The Transportation Operations Program provides traffic engineering analysis to support planning, project development, and project construction as well as the effective operation of the existing transportation system. Projects increase transportation efficiency, reduce fuel consumption, enhance air quality, and promote public safety.
 
 
The goals of the Transportation Operations Program are to:
  • Provide the transportation analysis function and traffic signal system, computer program support required for project development.
  • Preserve the investment in transportation infrastructure and assure its most efficient and safest use.
  • Mitigate traffic flow impacts resulting from project construction through the identification of work zone restrictions and detours.
  • Provide analysis of unique traffic applications including passing zones, speed change lanes, and truck climbing lanes.
  • Effective traffic signal operations and transportation operations programs can delay or eliminate the need for additional capital investments in the highway infrastructure.
