Titling & Registering Oregon-titled Vehicles
If you bought a used vehicle with an Oregon title, this page will help you apply for title and registration.

If the title is lost, follow different instructions.

How to Apply
  • The seller must give you the Oregon title.
  • Previous owners must release their interest. Include the date of sale. Releases may be on:
    • Title; or
    • Bill of Sale; or
    • Lien Release; or
    • Secure Odometer Disclosure/Reassignment form (see odometer disclosure, below)
  • Fill out an Application for Title and Registration
    • Include insurance information if you are renewing the license plates. 
  • Include odometer disclosure, if required:
    • On back of title, or
    • On a Secure Odometer Disclosure/Reassignment form. Contact DMV for a form if needed.
  • DEQ inspection: If you are renewing license plates and you live in the Portland or Rogue Valley (Medford) area, or if you need to register a vehicle with no Oregon registration, your vehicle must pass an emissions test at DEQ. If the vehicle has current unexpired Oregon registration, you do not need to go to DEQ until it is time to renew the registration.
  • Choose license plates if needed. 
    • If the vehicle already has plates, you may keep them on the vehicle.
    • If you choose a specialty plate, write your choice in the “Remarks” section of your Application.
  • Plate Transfer: You may transfer Oregon license plates you own to your new vehicle. The plates must be current issue or specialty background, legible, and be transferred to the same type of vehicle.
    • The expiration date will stay the same.
    • Plates must be unexpired or renewed at the time of plate transfer.
    • Plate transfer fee is $6.
  • Figure fees (make checks or money orders payable to “Oregon DMV”):
  • Send in your title, documents, and fees.
    • Mail to the address below, or
    • Take to any DMV office if you are registering and need a temporary permit. If all is in order, you may be able to get plates or stickers at the DMV office.

A: It will be mailed to you about three to five weeks after DMV receives the paperwork.
