The DOE Human Reliability Program
The Oak Ridge Institute for Science and Education (ORISE) assisted the DOE Office of Security in codifying and implementing the Human Reliability Program (HRP), published as 10 CFR Part 712. The HRP plays an important role in ensuring the continuing reliability of those who work with our nation’s most sensitive materials and information by establishing a management structure and continuous evaluations of workers who occupy positions critical to the national security. The elements of the HRP certification process help to ensure the reliability of the DOE workforce and the safety and security of our nation.
Unusual Behavior
ORISE's publication “Detecting unusual behavior in the workplace” is available to DOE facilities throughout the nation. Included with the employee instruction module is an electronic presentation and a printed manual for those who conduct the seminar.
Topics include observation techniques and the causes of unusual behavior. The positive preventive measure of observing and reporting changes in the behavior of coworkers is emphasized and encouraged.
ORISE also supports programs that address issues such as:
- The preemployment screening and evaluation process.
- Detecting substance abuse.
- Unusual behavior and indicators of aberrant behavior.
- Psychological or personality profile questionnaires in personnel screening and evaluation.
- The access authorization adjudication process.
Education
ORISE conducts an intensive two-week workshop on developing and implementing a human reliability program. The workshop:
- Outlines the elements of an effective program.
- Describes how those elements work together to ensure a safe and reliable workforce.
- Addresses implementation issues.
Instruction is provided by subject matter experts and is tailored to the specific needs of the client. It can be presented at our Oak Ridge, Tenn., campus or at the sponsor’s location.
