Mission Statement
The Oregon Department of Transportation is committed to a Civil Rights Program to encourage the participation of Disadvantaged Business Enterprises (DBE´s) in contracting opportunities.

ODOT´s policy is not to discriminate on the basis of race, color, sex and/or national origin when awarding and administering those contracts.

DBE Program Objectives
  • Ensure ODOT complies with DBE laws and requirements

  • Ensure DBE's can compete fairly for U.S. DOT-funded contracts

  • Ensure that only eligible firms participate as DBE's

  • Help develop firms to compete successfully in the marketplace outside the DBE Program

What is a DBE?
The U.S. Department Of Transportation (U.S. DOT) regulates the DBE Program and establishes criteria for certification, which applies to DBE-eligible firms seeking contracts funded with federal transportation-related money. A DBE includes small businesses that are at least 51% owned by:
  • Women

  • Minorities: Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans and Subcontinent Asian Americans

  • Or other individuals on a case-by-case basis

DBE Program Certification
Firms are required to be a certified a DBE to participate in the Disadvantaged Business Enterprise Program

DBE Supportive Services
Our Supportive Service Program offers assistance to certified DBE´s in many areas such as:
  • Projecting cash flow

  • Arranging for credit and bonding

  • Establishing procedures for cost control accounting

For information on obtaining technical assistance and business services available to certified DBEs, please contact the DBE Program Coordinator or your Regional Civil Rights Specialist.
