| Purpose |
|
To provide and maintain a broad range of communication systems used by the general public, the state, local government and other agencies for the purpose of public warning and emergency notification, and for general preparedness and emergency support.

| State Emergency Coordination |
|
- Manage the Governor's Emergency Coordination Center (ECC) staffing schedule and coordination of operational support during a crisis, disaster, or exercise; and,
- Provide for ECC logistics planning and support, as well as training and exercise support.
|
|
|
| Communication Systems |
|
- Maintain public safety radio, Amateur Radio, Emergency Alert System, and NAWAS warning systems; Download the Oregon State Amateur Radio Communication Plan (PDF format).
- Provide support for the Amber Review Committee, Statewide Emergency Alert System, and teletype communications and tracking systems;
- Coordinate and provide telecommunications systems planning, training, and consultation;
- Provide support for emergency information and notification of local and state agencies, the Chemical Stockpile Emergency Preparedness Programs, the State Fire Net Radio System, the Radiological Emergency Tracking and Notification System, and the emergency power and mobile emergency communications systems.
- Marty Mckillip is the Communications Officer for Oregon Emergency Management, responsible for communications equipment, plans, training, and is our liaison to local, state, and federal agencies and the private volunteer communications organizations related to alert and warning systems.

| Emergency Response System |
|
OERS
- OERS is the primary point of contact for state notification of an emergency or disaster.
- OERS coordinates 24-hour access to, and use of, personnel and equipment for all state agencies necessary to assess, alleviate, respond to, mitigate, or recover from conditions caused by an emergency or disaster.
- OERS maintains the state emergency communications center in a state of readiness by routine testing and monitoring of communication systems and support equipment.
- OERS develops and maintains operational and notification procedures for state agencies under the OERS banner.
- OERS monitors and tests the National Alert Warning System NAWAS throughout Oregon’s 9-1-1 centers and selected local, state and federal agencies.
- Provides support for emergency information and notification of local and state agencies, the Chemical Stockpile Emergency Preparedness Programs CSEPP, the Fire Net Radio System, the Radiological Emergency Notification System, and the emergency power and mobile emergency communications systems.
- OERS is the cornerstone of the State Emergency Services System.

| Search and Rescue Program |
|
SAR
- Provides 24-hour day availability for all search and rescue (SAR) in Oregon.
- Provides statistical data on Oregon´s search and rescue incidents
- Supports local search and rescue programs
- Directs and coordinates air resources for SAR activity in Oregon

| State 9-1-1 Program |
|
9-1-1 Program

Oversees the distribution of the state 9-1-1 telephone tax revenue
- Provides information and resources to the local 9-1-1 jurisdictions
- Assists local 9-1-1 jurisdictions in the administration and operations of E9-1-1
- Provides quarterly 9-1-1 Program training meetings
- Staying informed of technological advancements relative to emergency reporting systems
