We are pleased to post the updated version 2007v2.0 of the Tax Year (TY) 2007 Forms 1065 and 1065-B XML schemas and Business Rules on the www.irs.gov website.

XML Schemas
The TY 2007 schemas include all tax forms and schedules for Forms 1065 and 1065-B. Schema version 2007v2.0 is posted to the Forms 1065 and 1065-B Production and Assurance Testing System (ATS) charts at Current Valid XML Schemas for 1065 Modernized e-File.

The schema version 2007v2.0 is a major schema version change.    The Form 1065-B schema was corrected to remove the Telephone Excise Tax Refund information for TY 2007.  Since the Form 1065-B and Form 1065 are in the same form family, both schemas were updated as a major change.

Only the schema version 2007v2.0 can be used for Production.
Schema version 2007v1.0 is availaible in ATS until December 1, 2007.  Schema version 2007v2.0 will be installed into ATS on December 2, 2007 and must be used for all future TY 2007 testing .

All changes are displayed in the “Diff Files”.

Business Rules
Forms 1065 and 1065-B Business Rules for TY 2007 (new version 2007v2.0) are posted in two different formats containing identical information – Adobe (.pdf), and Comma Separated File (.csv). Business rules are found at the website shown above.

Highlights of New Business Rules:

R0000-075 - The Routing Transit Number (RTN) must conform to the banking
                      industry RTN algorithm.
X0000-029 - A binary attachment submitted in the .PDF format must begin with
                      the file header "%PDF-"
X0000-030 - The size and CRC32 checksum value must be provided for the
                      submission XML file (i.e. xml data file that starts with "xml/" or
                      "/xml/"

Form 7004
Schema version 2007v1.1 for Form 7004 is posted under Current Valid XML Schemas for 1120/1120S Modernized e-File. Changes are displayed in the “Diff Files”. 

Special Note
The EMS channel is not available for Modernized e-File (MeF) returns for TY 2007 and future years; only IFA and A2A are available.  The EMS channel is not available for prior year returns or amended returns after December 27, 2007.   All Form 1065/1065-B e-filed returns must be filed through IFA or A2A after December 27, 2007.

The following forms are now available in xml:

• Form 8923, Mine Rescue Team Training Credit
• Form 8925, Report of Employer-Owned Life Insurance Contracts

ATS is scheduled to open on November 5, 2007.  Production is scheduled to open on January 7, 2008.  We will notify you when updated versions of the schemas are available.
